INTRODUCTION

What is the AO Strategy Fund?

The AO Strategy Fund was launched by the AO Foundation Board (AOFB) in December 2013 to support strategic initiatives important to the organization. The Fund has an annual budget of CHF 5m.

For how long will the Strategy Fund run?

It is envisaged the Fund will operate in the period 2014-2016.

Who is eligible to receive funding from the Strategy Fund?

All AO paying members and employees are eligible, either on behalf of an AO board or other body,
on behalf of an internal operational unit, or individually.

FUNDING

Which type of projects are eligible for funding?

All successful proposals must benefit the AO Foundation and its mission, by enhancing the organization's activities through innovation or efficiency. Examples of eligible projects include: innovative initiatives in terms of new services, new technologies and unmet needs; projects enhancing the organization's visibility and reach; ideas to foster cooperation across the Clinical Divisions (AOTrauma, AOSpine, AOCMF, AOVET) of the AO; initiatives to enhance operational effectiveness and efficiency. Which type of projects are ineligible for funding?

Applications that propose extending existing activities or aim to circumvent budgetary restrictions will not be considered, and priority is expected to go to projects not seeking investment in clinical or basic research, infrastructure, hardware, or individual education.

How many projects will receive funding?

There is no pre-defined minimum or maximum number of projects that the Fund will support.  However the number of approved projects is expected to be limited, such that resources are focused on ensuring the full success of those projects that are approved. The ethos is to ensure a degree of focus on a smaller number of high quality projects that are properly supported and developed.

What type of funding is available?

Investments are preferred over expenditures for operational running costs.  Therefore successful applicants will receive initial seed funding, and proposals should not require continuous financing from the AO over the longer term.

Is it possible for additional funding partners to be involved?

Co-funded activities with third party organizations are eligible. If co-funding is foreseen, if the project already has a co-funding partner, or if a co-funding agreement is already in place, this must be stated clearly in the application process.  Proposals submitted to the Fund should not be submitted to any other entity while the AO Strategy Fund application process is ongoing.
 

What amount of funding can I apply for?

There is no pre-defined minimum or maximum level of funding available for each project.  Most important is you provide as much concrete detail as possible about the amount, timing and type of funding required by your proposal, as well as further explanation and justification as to how funds will be utilized, and corresponding outcomes and deliverables.


PRE-PROPOSALS

What is the pre-proposal phase?

The pre-proposal requires all applicants to provide a sufficiently detailed introduction to their proposal for evaluation and review by the AOFB.  Applicants will be notified as to the outcome of their submission thereafter. 

When is the next submission deadline?

The third call for pre-proposals was announced at the end of May 2015, with a submission deadline of July 31, 2015.

Can I share my pre-proposal with co-applicants?

Yes, you can give other AO members and employees full editing rights as co-applicants by entering each co-applicant's email address in section 1.3 of the pre-proposal form.  Co-applicants will then be able to access the pre-proposal when they log in to the Strategy Fund homepage.  Pre-proposal forms can only be shared with AO paying members and employees. 

Do I have to complete all fields in the application form?

Yes, please complete every field in all four parts (Applicant Information, Project Information, Financial Data, Other) of the application form.  If you do not complete any mandatory fields, this will be clearly indicated.  You will not be able to submit the pre-proposal without completing all mandatory fields.  However your work will be saved when you click on 'Save Draft', regardless of which mandatory fields are still to be completed.

We recommend you first gain an overview of the pre-proposal form by reviewing all sections prior to starting.

​Do I have to complete my application once I start?

No, once you start the process you can save your draft application at any time and return to it later.  In case you may be interrupted while completing the application form, we strongly recommend you regularly save your application as a draft to ensure your work is saved.

How much information should I provide?

Please provide as much concrete detail as possible in all fields in the application form.  The more specific and detailed your submission, the better the AOFB will be able to accurately assess the proposal.  Please be aware that each free text field has a limited number of characters, as stated on the application form.

What should I do if I do not yet have all information?

For those areas where you may not yet have complete information, please provide estimates or assumptions and indicate this accordingly in the relevant comments field. 

When will I receive feedback?

You will receive feedback after the AOFB evaluation and review.  We ask for your patience until you receive this response, but be assured that every application will be handled as quickly as possible.


What feedback will I receive?

You will be advised as to whether or not your pre-proposal has been shortlisted for further consideration.  Shortlisted applicants will be advised as to next steps, in most cases the submission of a more detailed proposal.  It will not be possible to give specific feedback regarding rejected applications.


FULL PROPOSALS

The full proposal form is for applicants whose pre-proposals have been shortlisted for further consideration.  These applicants will be notified accordingly after the pre-proposal deadline has passed and the AOFB has evaluated and reviewed all submitted pre-proposals.

Yes, please answer all questions in the application form.  For your convenience the information you submitted in your pre-proposal is automatically inserted into the relevant fields in the full proposal form, which you may expand upon.  If you do not complete any mandatory fields, this will be clearly indicated.  You will not be able to submit the full proposal without completing all mandatory fields. However your work will be saved when you click on 'Save Draft', regardless of which mandatory fields are still to be completed.

You may add relevant attachments, e.g. background information, additional data or other supporting documents related to the proposal.  For your convenience each page of the full proposal includes a link to the page where attachments can be added. Please keep each attachment to a reasonable size, e.g. 5 MB​.

Can I view my submitted pre-proposal while completing the full proposal?

You can view your pre-proposal at any time while completing the full proposal, by clicking on ‘Open pre-proposal’ at the bottom of each page.  

When will I receive feedback?

Applicants will be notified of the outcome of this second phase following the AOFB evaluation and review of all submitted full proposals, at which time approved projects should be launched.  We ask for your patience until you receive this response, but be assured that every application will be handled as quickly as possible.


What feedback will I receive?

You will be advised as to whether or not your full proposal has been approved for implementation.  Applicants whose projects are approved will be advised as to next steps.


EVALUATION

Who will evaluate my application?

Your application will be evaluated by a committee of the AOFB, which will submit recommendations to the AOFB for approval.  The committee comprises the following AOFB members: Florian Gebhard (Chair), Jean Pierre Cabassu, Neal Futran.

How will my application be evaluated?

Each application will be evaluated for its impact on the mission of the AO to improve patient care, particularly the degree to which it delivers in terms of: level of innovation with regard to service offerings; impact on the organization's visibility and reach; ability to foster cooperation across the Clinical Divisions of the AO; impact on operational effectiveness and efficiency.  All applications will be equally assessed on their own merits.


IMPLEMENTATION

How would my project be financed?

Financing will be provided in tranches, tied to the fulfillment of milestone deliverables.  This will be managed on a case-by-case basis, depending upon the nature of and the needs of each approved project, and will be specified in an agreement between the AO Foundation and the applicant, covering all aspects of the project including funding, responsibilities and outcomes.  Successful applicants will be expected to fully document actual expenditure throughout the lifetime of the project.

Aside from funding, would I receive any other support from the AO Foundation if my proposal is approved?

In some cases successful proposals will be assigned a mentor from within the AO Foundation, where appropriate depending upon the nature of the project.  While the applicant will be the project owner, the mentor will support the applicant through all phases of the project, together with the Manager AO Strategy Fund, and help ensure alignment with relevant stakeholders.
 

How would the success of my project be measured?

Every approved project will be carefully monitored against agreed milestones and deliverables on an ongoing basis throughout the lifetime of the project.​​​  ​The AO will actively participate in investments through milestone management, and ongoing funding is strictly predicated on milestone attainment.


 

GENERAL TERMS & CONDITIONS

Management of the Strategy Fund 

The Fund operates under the management of the AOFB which, as sole decision making body for the Fund, retains all rights to approve, reject or request amendments to any application at its discretion.  The decisions of the AOFB are final and binding.
 

Confidentiality 

All applications will be handled on a confidential basis.  Only the AOFB and relevant members of AO Foundation group management will have access to the applications, and only for the purpose of evaluation.  For those applications that gain approval for funding, the AO Foundation reserves the right to publicly use the applicant's name and photograph and details about the project for matters relating to the AO Strategy Fund.

Personnel 

For those applications that gain approval for funding, any additional personnel shall be dedicated to the project and may be contracted only on a non-permanent basis.  The applicant shall be exclusively responsible for the management and supervision of all personnel, in accordance with all applicable legal and regulatory requirements including local laws and regulations.  Personnel costs may not be dedicated to any activities other than the project itself.

Intellectual Property (IP)

In accordance with current AO Foundation IP policy:
  • ​​​If the AO Strategy Fund provides funding for a project from which IP already exists, any such IP shall be licensed to the AO Foundation in a separate collaboration agreement as a pre-requisite to obtain funding
  • Ownership of any new IP resulting from a project funded by the AO Foundation belongs to the AO Foundation to the extent legally possible
  • Exceptions to this rule are only applicable in the case of co-funding of a project through a third party; in such cases a separate written agreement must be established.
